The 25% damage thing doesn't even matter, as the only time a combo wouldn't do 25% of someones hp, is if you are vs a tank, who wouldn't really kill you anyways.

The cooldown should at least be increased, as 20 seconds is way too low for how easy it is to proc.

If paired with ionian boots and cosmic drive, every time you w, you get it back instantly. Allowing you to spam it nonstop

When i use the ps3 with the dynamic fan control it will randomly speed up to like 40% or 50% which can be distracting when im playing a game.

So im considering the flat 40%
