50 amp breaker wont reset

All the receptacles are out in the building, 50amp breaker wont reset, it moves to on and not to off, stays in the middle. Any ideas if this is toast?

I have a bunch of older Maiden posters, few door posters I saved over the years. Love them, but Im willing to part with them on a few conditions:
