My laptop started with a tiny sliver of crack but now the top cover (plastic frame around the keyboard, near the hinge) has cracked at the corner closest to the screen hinge. It started as a small crack and has since broken further (this is on both sides btw,), with a piece now sticking up/detached. I've taped it down temporarily. Where can i get this fixed? Please help. I live in a residential planning area, but the noise pollution here has become unbearable.
1.) there are street dogs everywhere. They bark continuously throughout the day and night, and some of them are aggressive towards people walking on the road. I've been woken up multiple times at midnight and early morning because of the barking.
2.) there are several taharos nearby my society with many children. As soon as school ends, groups of 5–10 kids gather outside and make a lot of noise. I understand that children will naturally play and socialize, so this is a difficult issue to address, but when combined with everything else, it adds to the problem.
The constant barking, machine noise, loud music, and paint smell have made daily life extremely stressful. It feels impossible to enjoy peace and quiet at home.
I would like to file a complaint with the ward office, but I am unsure whether these issues fall within the ward's jurisdiction. Has anyone here successfully dealt with a similar situation? What is the proper process for filing a complaint, and which laws or local authorities are responsible for handling noise pollution, stray dog management, and workshop-related disturbances?
Any advice would be greatly appreciated.
TL;DR: Noise in my residential area is unbearable due to constant stray dog barking, loud children’s groups after school, and nearby workshops using noisy machines and playing loud music from early morning. Paint fumes from roadside drying furniture also add to the problem. I want to complain to the ward office but need guidance on the process and whether they can act on this.

Furthermore flagging my original writing as 'AI generated' is stoopid asf, .I was only looking to engage with the community on a serious legislative issue and a good discussion on the content was goign on , rather than gatekeeping based on arbitrary linguistic standards let us discuss the actual content, it was a discussion post, what other flair would i even use in a discussion??

.Personally bureaucrats are the one doing the unglamourous paperwork behind the major actions the political leaders take .They know the law, they know the system. They are actually the only source I would believe. Is this not too much? What do other people think I want to know.
EDITED: Based on information from comment section and little internet surfing that I did half heartedly , I would say Sharesanskar does a terrible job trying to disseminate information relating to this law, as it has been mentioned in the civil service act 2049 , (Section : 45) already and though specific punishments for violations were not outlined there. This news may therefore be about the introduction of stricter penalties tied to that existing section. However I think this act is insincere to the Constitution that allows freedom of speech of the individual (ofcourse with restrictions) . There are many times when government may take actions that can have adverse effect in the future or are against legal provisions that are initially meant to protect vulnerable groups, at such even with media, I would love to hear opinion of seasoned bureaucrats who are well versed in such legal provisions and jurisdiction of power of naya netas.
TLDR: Instagram news channels are a useless one liner news outlet with zero journalistic depth. This law already existed under Section 45 of the Civil Service Act, 2049 they just didn't bother explain further about it.
