Shigaraki: "Now I will kill you and take One for All for myself and do evil things with it, like stealing candy from babies, kick puppies, take down abridged parodies of popular anime, and monetise games with large amounts of micro transactions"

Deku: "You fiend, I won't let you hurt anyone else Shigaraki, I will stop you here and now"

Shigaraki: "now fight me, fight your arch nemesis one last time"

Deku: "but Overhaul isn't here."

Shigaraki: "Wait, do you see Overhaul as your arch nemesis?!"

Deku: "uhh... yes"

Shigaraki: "wow, just wow you're not kidding are you?"

Deku: "That's right I'm not kidding, he's the Blackbeard to my Luffy, the Bakura to my Yugi, The Obito to my Naruto"

Shigaraki: "wait, wait, so what do you see me as then?"

Deku: "Zaku"

Shigaraki: "Zaku?! Seriously?! You don't even see me as Dosu or Zabuza?! I lead the LOV! I am serve All for One"

Deku: "then you aren't even a big bad if you serve a bigger bad, and since you serve directly under All for one you should be fighting Alll Might, not me."

Shigaraki: "Smart @$$"

TLDR: Deku sees Overhaul as his true main villain, and just sees Shigaraki as a villain of the week

Normally in fanfics Overhaul is treated as the Mizuki (guy who Naruto beat in episode one of Naruto) of their stories, he is normally dealt with super easily and is barely a inconvenience, or defeated super early in the story.

All I'm saying is why is he treated like some random villain of the week in most fanfics. I genuinely feel like Overhaul could be used better in most fanfics, he is an interesting character with a unique ability that can be used in a variety of ways, along with that his story prior to being adopted by Pops is unknown, it could be the way for some writers to fill in the gaps.

He doesn't even need to be a main villain, just a major antagonist.

I'm writing this just to get this off my chest since Overhaul is my favorite villain and I feel like he is normally underutilized or not used at all in most fanfics.
