Could I dip a single talent level into Envoy Faithful as any other path to obtain the Customary Garb talent?

Like civ styled, little to no admin led events, hasn’t started yet/just started, active server pop ~35-80.

It’s been something I’ve thought about. In my opinion it would be as upstream as possible, with no server specific content. Largely controls based. The player would complete an assault course involving climbing over a table, unanchoring and moving a vending machine out of the way, and crossing a hallway that has been spaced.
