Leaks for a second time. Will putting rtv all over help it?

Are there any fake surrons that are $1000 or under?
I'd like it to be able to go at least 40mph

Could someone give me a list of everything I need for rear disc swap.

Everything new would be ideal. But if I need to get used arms that could work.

Rear wheels are locked and won't spin. They will move a little bit back and forth. There is no pin on the rear of the mower that would lock them that I can see.

What's the fix?
