Secretary of State Title Transfer - How bad did I mess up or at all?

So I purchased a car for out of state and the title finally came after weeks with another piece of mail the exact same thin cardboard mailer. The first one I rip open happens to be the Title for the car I purchased.. Why would you just stick a title in such a thin mailer? But it is my fault for poorly opening mail. Anyways the title ripped cleanly straight across (pictures). Is there a possibility that because it is a clean tear, legible, and I have not put tape on it that it will be accepted? Or will I have to go back to the seller and have them order a dupe title and mail it again?

Original Steel Hub Size

I'm getting my original 14" steel hubs powder coated and they have stamped 5.5/14 on them but when the guy measured them he measured 15" pretty clearly. Is this due to the lip not where the tire actually sits?

Also if someone could recommend some beefier tires to go along with it without cutting or rolling and fenders I'd appreciate it. The plan is likely to add a 1.5" lift in the future Here are the Hubs https://imgur.com/a/IvKK0sh

least invasive way to slightly lift '92 240

After maybe 14 years of combing the internet and dying for a 240 I finally picked up my fist.

I'll give you the rundown on non mechanical upgrades I have in the works and could use some advice as well. Day I brought it home, had put powder coated 940 wheels on it however the original 14s were in the trunk. Pics https://imgur.com/a/KGkH1ub

Looking to raise it 1.5" to give it a little extra but not got wild on the geometry. I've seen the STS kit. Here are the 14s https://imgur.com/a/K2NLjxu and I'm having them powder coated this color minus the bezels (all the center caps are there):

I know nothing about the wheel/tire clearances, so I'd greatly appreciate a tire combo that would have a larger sidewall and a little more meat without having to trim anything. Appreciate it!

Suggestions after Beyerdynamic DT990 Pro

Hello, I just purchased a pair of Beyerdynamic DT990 Pro headphones because I fell in love with how comfortable they are, for work I spend a lot of time with headphones on.

The problem is I really need Bluetooth not wired. The noise canceling isn't that big of a deal to me but I would like them to go over the ear not on.

Can anyone suggest some over the ear headphones like the 990 Pro's, bluetooth, with a greatly comfortable ear pad? I'd like to spend the same amount I did so max budget would be like $180 give or take a little bit. Cheers

Is rust like this fixable? Would new sheet metal need to be welded? Can it be?

Hello, Just picked up my dream car however it has a pretty serious small spot of rust on the rear driverside wheel well. The rust is just on the body it's not into the wheel well at all. I was curious if there is any method or professional that can repair this? Such as cutting out the infection and welding new sheet metal in it's place. It's not a large spot, I've attached 7 pictures here: The one and only spot of rust

Also sidebar, how difficult is it to get that dent popped out on the top of the rear quarter panel in the photos?

Looking to sell my house soon and I want to finish off on piece I have a small 29" high concrete pad outside the back door and I've rendered something like this. Obviously those precast conc. steps are far too wide. Economically since I plan on selling it soon I would love to pout a pad at grade and just run wood stringers, tread and risers up to the finish masonry pad. I know I'll need to pour a pad where the stringers come down, but how would I attach a wood construction 4 step stair to the existing masonry without a ledger board and thru bolts?
