Is this acceptable?

Long story with this guy.. but I’m wondering if this is a level I should accept with the exterior painting of the house. He painted an already painted chimney- but the old paint was super chipped and I guess I expected that he would remove the old paint first? It looks really bad to me still… but I might have unrealistic expectations
