Safe to say that this is loss, right

It’s so absurd, the shipper mailed this on 28 April and it still has not got here from Oklahoma. I am in Georgia. It got misrouted and then it went back to my same city and then it somehow managed to not go to my post office, it got lost in the process the USPS claims department is dog shit and they cannot help in the customer service on the phone is really useless.

So it was in my distribution center city then for some reason it was sent to Ohio and it has not shown any progress since the fifth USPS customer service really doesn’t do anything and I already filed a missing mail report. Is it lost at this point
