I’ve just noticed this helicopter circling both sides of Perth airport. I am totally clueless as to why they might do this. Does anyone have any ideas?

Obviously i know its multicoloured, but what does it say on the v5c? When you insure it, what colour is it? Ive thought about doing this to a car since before I knew it existed, im just wondering what the administerial consequences of doing such a modification would be.
