Invasive Castor Plants in South OC (Added to comply with rule #2)

Castor plants are highly invasive, poisonous, noxious plants that can't be killed by stuff you buy at the store when mature and you need full body protection when handling it. There's a mature plant with lots of seed pods growing on an empty lot near me and I'm concerned it will overtake the lot, but I'm not sure who the owner is so I needed to call my local government.

Called county about it. Said I needed to call my city (San Clemente, so I added location details to comply with rule #2) and gave me the number to report a code violation. Okay. So I called my city about it and they said there's nothing they can do? California is highly strict when it comes to invasive species of any kind, I highly doubt there's absolutely no one I can call about it. I don't think the city lady had any earthly clue what I was talking about and she tried to dismiss me immediately and kicked me up to the senior officer for code violations, and now I'm waiting for a call back.

Still, I wonder if there's anyone where who can help me out?

BTW if you ever suggest I do it myself or use spray, understand that mature castor plants cannot be removed with stuff you find at the store AND that it is a highly noxious plant. I said this in the beginning of the post but the comments before it was removed were by people who didn't read this.

Found at night. Orange County, California.

It looks like a wolf spider to me on account of the long legs in front but it’s hard to tell because it looks so dark. The dark color and lack of stripes is tripping me up, but it looks too big to be a black widow and the abdomen is too oval-like.
