Without the obvious on blaming the writers, what is your head canon that some of the coopers never made it into the coopers vault legacy?

In sly 1 we were introduced to a lot of coopers and their skills that never made it to the coopers vault.

Did they not know about the vault? Did they feel like they were not going to be able to live up to the legacy to be apart of the coopers vault?

Bob from sly 4 is the only one that gets a pass cause the vault did not exist back then.
