She was the first yonko he had beef with the moment he arrived in the new world, proclaiming he'd free Fishman Island from her. Big mom also kidnapped Sanji so there's beef there, not to mention he promised katakuri and big mom herself that he'd beat her.
All Oda had to do was keep big mom away from the already bloated Wano cast and saver her for a later arc.
Was his character just paused, making him unable to think when he's not on screen? This is the perfect example of oda forcibly influencing the story and stopping a character's logical growth because "It's not their arc" which breaks immersion. It's worse for ussop because he's supposed to be the weak and relatable strawhat who uses everything in his arsenal to win but he completely forgets about his haki.
