Emmylou brown was a interesting character

She had super strength and easily was able to handle batgirl in a fight. It would be interesting to see her go up against Kara and see how she matches up.

Cannon reason these two appear again

For context in season 1 episode 2 these two are undercover agents for task force x and fight Livewire in an ally. I noticed they appeared again as normal civilians in season 3. It’s probably just reusing assets but does anyone have a cool cannon reason on why they’re back?
