I cannot change the language in the "Save as" dialog

Hi all, I have an annoying problem: I cannot change the language in the "Save as" dialog. The system insists on the language that was active before selecting "save as". I'm using two language sets intermittently (English and Hebrew); the problem, which occurs only on my MBP M4 (never on my older iMac), started, if I remember correctly, after I updated to Tahoe. Any ideas how to fix it?
