Is there a way to bypass FEMA guidelines , for purchasing property in Punjab ?

Hi,

Advice/suggestion required please.

I am a real estate broker in chandigarh and I deal in plots/lands parcels/ house etc in Punjab, tricity , himachal area.

I met a client via reddit , who was interested in buying agricultural land (huge land parcels) , but according to FEMA guidelines, nri are not allowed to buy such properties.

Here's what I researched " Strict Regulatory Restrictions: Under FEMA guidelines, NRIs are strictly prohibited from purchasing agricultural land, farmhouses, or plantation properties. In agriculturally rich and highly sought-after regions like Punjab and Haryana, "

I want to know if there is a way around this so that the client can get the property. She is planning to move back to India and set up a polyhouse. I have spoken to her , and find her a genuine client.

Can someone guide me on how to proceed on this ?

TIA

Anyone interested in starting a bag, carpet, decor business along? Its from water hyacinth to bags.

Free raw material, my own land, cheap labor sorted , now i am looking for a founding partner to build a water hyacinth bag business with me

My hometown is near Surha Tal, in Bansdih, Ballia (UP). The lake right next to my land is covered in water hyacinth literally all year round. Most people there see it as a nuisance that chokes the lake.

Here's the plan in plain terms:

  • Harvest the hyacinth (it's invasive, removing it actually helps the lake)
  • Dry and process the stems
  • Train local women/workers to weave it into bags, baskets, mats etc , labor is genuinely cheap here, and I can manage hiring easily since it's my own area
  • I have my own land in the village for drying + a small production setup, so no rent headache
  • I'm based in Chandigarh, and I'll run sales from here, online (Etsy/Amazon/Instagram/D2C) and offline both. THese bags are real eye catchers for ladies in Chandigarh, while operations run on the ground in Ballia

This isn't a "trust me bro" pitch. I'm dropping everything in the google doc , so you can verify it yourself: (Please DM for google doc file, as i am unable to share the link herein the post)

  • Google Maps location of Surha Tal
  • A full playlist of videos showing the actual hyacinth-to-bag manufacturing process
  • Published reports/case studies on water hyacinth craft businesses already running successfully in Assam, Bengal, Maharashtra, real numbers, real NGOs, real margins

Quick update before anything else - Surha Tal just became India's 100th Ramsar wetland site (Jan/June 2026). So this isn't some random pond, it's now an internationally recognized wetland. Good for visibility + there are multiple water bodies near about this lake.

This is a genuinely low-investment, high-impact business. Raw material cost is basically zero. You could pilot this whole thing on as little as ₹1 lakh.

But I'm not looking for ₹1 lakh. I'm looking for one founding partner who can commit ₹5 lakh as initial investment , real skin in the game, real equity stake, and a real say in how we scale this (exports, design, retail tie-ups, whatever direction makes sense once we're live).

Its good because -

  • Raw material problem most people fake-solve (sourcing) is already solved for me , it's literally on my land
  • I'm not new to running businesses solo, I've got 24+ years of execution background, I'm not doing this as a hobby
  • Eco-friendly products have real demand right now, plastic alternatives sell, especially in export markets and urban India
  • Small ticket size to start, real upside if this scales into exports

If you're someone who actually wants to build something — not just park money — drop a comment or DM and I'll walk you through the full numbers and timeline.

I have unlimited free raw material (water hyacinth) + land + manpower in rural UP. Looking for investment or a co-founder to build this into a real business

Posting this because I think there's a real, underused opportunity here and I'd rather find the right partner than sit on it.

The raw material: My hometown is near Surhatal, Bansdih, in Ballia district, UP. Water hyacinth grows in massive, practically unlimited quantities here year-round. It's an invasive weed that chokes water bodies, so sourcing it isn't just cheap, it's basically a cleanup service people would thank you for.

Why it matters: Water hyacinth fiber is already being used commercially , bags, baskets, carpets, furniture, and other durable woven goods. This isn't a speculative idea; there are established makers (mostly in Vietnam, Bangladesh, and parts of India) proving the product works and sells, including in export markets. I'm not claiming to have invented anything , I'm pointing at a known opportunity sitting on my doorstep with nobody using it locally.

What I already have:

Land to set up processing/drying/production operations

Local manpower available

Effectively unlimited, free raw material, year-round

What I don't have:

Capital for equipment, training, initial production runs, and getting the first products market-ready

Experience taking a product like this from raw material to a sellable, branded item

What I'm looking for:

Either an investor willing to fund the setup, or a co-founder/partner who has experience in handicrafts, export, or D2C product businesses and wants to build this with me on the ground.

Happy to share more details, photos of the site, or talk through numbers with anyone seriously interested.
