why is agra so underdeveloped?

why is agra so underdeveloped despite being a major tourist hub and the leather/shoe capital of our country? if we compare agra to many tier2 cities, it falls behind on several parameters. why is that? there aren't many good colleges or hospitals either, apart from a few well-known institutions that dominate the city.

pooja what is this behavior?

i've this one friend, let's call her pooja (for the sake of anonymity). pooja once manipulated a guy by making up hypothetical stories in which she claimed she was depressed, made him like her, and then ghosted him after fooling him for months just because he had said something really mean to her in the beginning. she did all of that just to get revenge on him.

she also did something similar to another guy who had ghosted her for months. after making him feel guilty, she ghosted him too. she has also used her past trauma as an excuse to cut ties with two of her online friends. now, i really want to know what kind of behavior this is? is pooja manipulative and toxic, or does she simply enjoy playing mind games? what is your opinion on pooja?
