Delaware County Mayor butt dials resident and calls fellow council member a bitch

Mendie West is a Delaware resident. She called Mayor Carolyn Kay Riggle about the inconsistent handling of an internal affairs case involving local law enforcement. The Mayor told her looking into it wasn't her job. The FBI later confirmed it was her job.

This recording isn't about that case. That's just how Mendie's number ended up in the mayor's phone — a butt-dial.

But listen to how the mayor talks when she thinks nobody's recording: "I own the meeting." And refers to other council members as "bitches"

Campaign finance reports reveal BIG RED FLAGS

I just found something on the county website you're going to want to see.

Former Treasurer Don Rankey's campaign went from about $1,000 to over $50,000 in 2023 — the same year he signed the tax lien contract.

In 2024, Rankey bought $6.8 million in bonds for the Jennings Sports Park without the required approval. A judge ruled those bond buys violated county policy.

And sitting in Rankey's donor list? Brad Jennings. $5,000.

It gets better. Mark Laughlin — the man who runs the tax lien company — gave Rankey $2,500. His employee Dawn Hoosier gave $1,000. Both list NAR as their employer.

The same NAR Laughlin signed for on the company's state filing.

I'm putting the documents together now.

That's why I started The Round Table — a free weekly newsletter with all the police reports, filings, and documents. Some of you don't like the police reports on here, so from now on they live in the newsletter.

Delaware County (OH) sheriff kicked in my door, pointed a gun inside, and threatened to shoot my 30lb dog — all to serve a warrant on a non-jailable traffic offense. Got it on camera.

Long story short: I reported fraud by Delaware County officials. The FBI looked at my evidence and emailed the sheriff asking him to look into it. That was a year ago. Still waiting.

Instead, the sheriff's office came to my house. Their own

CAD report shows I was standing outside for 30 minutes. The deputy admits on camera he watched me go inside 10 minutes ago. They waited until I went in, then kicked the door open, gun drawn. I have 2 children that live in the home ages 9 and 11.

He couldn't even remember what the warrant was for. (It was a capias warrant on a no-ops charge — not a jailable offense.)

Then, on camera: "Andrew, you know if we come in there we're gonna shoot your dog."

My comissioners don't even know how to plead the Fauci 🤦

My speech at the comissioners meeting today.

Public comment by Andrew Mitchell

9/17/2026

I am standing before you tonight to address a matter that goes far beyond a disagreement over policy. It goes to the very heart of your legal, ethical, and fiduciary obligations to this community.

For several consecutive weeks, I have stood at this microphone and asked a straightforward, foundational question: what internal controls and protections are in place to prevent the Treasurer from unilaterally spending millions of dollars?

Instead of reassuring the public, providing transparency, or detailing standard financial safeguards, this body has chosen to sit in total silence and declare, "We don't answer questions."

Commissioners, you need to understand something clearly: under the law, you do not have the luxury of silence.

You are fiduciaries. You are legally bound by an absolute Duty of Care and an affirmative Duty to Disclose. In a private setting, an individual can remain silent to protect themselves. But as public fiduciaries managing millions of taxpayer dollars, your explicit refusal to answer is not a constitutional shield. It is a documented breach of your fiduciary duties.

By refusing to answer for weeks on end, you have put two deeply concerning facts on the public record.

First, by stating "we don't answer questions" regarding millions of dollars, you have signaled to this community, to auditors, and to your insurance carriers that those basic financial protections likely do not exist. If they did, you would have proudly stated them in week one.

Second, because I have raised this repeatedly, you can no longer claim ignorance. You have been formally and repeatedly put on notice of an extreme financial risk. Your continued refusal to address it shifts your conduct from simple oversight into what the law defines as "conscious disregard" and gross negligence. That is the exact threshold where personal immunity evaporates, exposing this body to severe civil liability.

And to be clear about the law — if you believe your silence protects you, you are mistaken.

In Salinas v. Texas, the Supreme Court made clear that the Fifth Amendment does not give you an unconditional right to simply remain silent. If you want the Constitution to protect your silence, you must expressly invoke that right on the record. You cannot claim it "by simply standing mute."

An official with a clean record and proper oversight would have answered the question. Your silence speaks volumes.

Your silence is an institutional failure. It is unhealthy for our government. It is a violation of the trust placed in you

If the Prosecutor received the Deputy's notice of Unavailability via fax, why would they also have the original the sheriff was supposed to retain for 7 years?

The prosecutor’s office provided me with two versions of the same Delaware County Sheriff’s Office “Deputy Notice of Unavailability” form for Deputy R. Hunter #95.

One is the original (or what appears to be the original) with blue ink handwriting and original signatures.

The other is a black-and-white fax copy.

Both have the exact same pink “RECEIVED JUN 20 2025 DELAWARE CITY PROSECUTORS” stamp.

Here’s the timeline problem:

The fax header shows it was sent on 06/18/2025 at 22:51 (almost midnight).

June 19, 2025 was Juneteenth, a federal holiday — most government offices were closed.

Both versions are stamped received by the prosecutor on June 20.

So if the Sheriff’s Office faxed the notice late on the 18th, and the 19th was a holiday…

Why does the prosecutor’s office now possess:

The original blue-ink signed version (which the Sheriff is required to retain for 7 years), and

The faxed copy…

…and why are both stamped as received two days later?

I asked the commissioners what prevents the Treasurer from spending all our money on magic beans. They couldn't say...

I went to the Delaware County Commissioners meeting today and asked a simple question.

What process is in place to prevent the Treasurer from spending all of our money on magic beans he thinks might grow into a beanstalk?

They could not answer.

Not a single one of them. They sat there in silence.

I also made a suggestion: start putting all major decisions into a Venn diagram. That way, we could look at the big decisions, see if they made the right choice, and see whether they actually took everything into consideration.

They did not respond to that either.

Here is the thing. I am not asking for anything complicated. I am asking a basic question about oversight. If there is a process, tell us what it is. If there is no process, admit it. But do not sit there in silence and pretend the question was not asked.

Silence is an answer. And it is not a good one.

I sent the CSEA Director a detailed proposal to fix the child support system in April 2025. I never got a response.

Back in April, I sent Joyce Bowen — the Director of the Delaware County Child Support Enforcement Agency — a detailed proposal for how to improve the child support system.

It was not a complaint. It was not a rant. It was a plan.

Here is what I proposed:

  1. Visual tools to enhance communication.

Use Venn diagrams and a co-parenting app to map out who is responsible for what — school meetings, medical decisions, homework, bedtime routines. The goal was to reduce misunderstandings before they turn into court filings.

  1. A "Parenting Pie Chart."

Track parental contributions across six categories: financial, emotional, logistical, educational, health/behavioral, and co-parenting effort. If one parent's contribution falls below 40% of the total, their financial obligation goes up. The point was to recognize that parenting is more than money.

  1. Incentivizing collaboration and penalizing non-compliance.

Create a "Collaboration Credit" system where parents earn credits for participating in counseling, using the app, and working together. Those credits reduce financial obligations. Consistently avoiding responsibilities would result in contributions to a "Family Stability Grant" for struggling co-parents.

  1. Improving state efficiency.

Replace litigation with state-funded mediation and AI-driven dispute resolution. My estimate: savings of over $10,000 per case. That money could be redirected into collaborative programs.

  1. Revenue generation.

License the co-parenting app to other states — projected annual revenue over $5 million.

My philosophical approach was simple: parents are accountable for the collaborative raising of their children. The state's role is to enforce accountability, not dictate morality. And the system should recognize contributions beyond financial terms.

I sent this to her on April 15, 2025. I never received a response.

Not a rejection. Not a request for more information. Not a "thanks, but no thanks."

Nothing.

So the next time someone tells you that the system is broken and no one has any ideas — remember that someone did have ideas. And the people in charge ignored them.

Delaware County Sheriff files False return of service.

Look closely at this document. The docket claims I signed for it. I did not.

Look at the bottom section in blue ink—the sheriff wrote that he served me at "Central Ave." I live on William Street. That is not my address.

This document was relied upon by the court, and my concerns about it were never addressed. This is proof that the system holds the public to a higher standard than it holds itself.

Here is the timeline of how this happened:

  1. The document was printed with impossible dates—it was ordered to be returned before it was even printed.

  2. It was handed to the Sheriff.

  3. The Sheriff filled it out and falsely claimed service was made.

  4. It was filed by the child support staff attorney.

  5. It was reviewed by the magistrate.

Nobody caught the error. And when I raised the issue, nobody corrected it.

This is not just a paperwork error. A false return of service is a serious matter. I am sharing this because transparency matters, and the public deserves to know how the system actually works.

Comissioner Merrel offered to answer my 10 year old son's questions about local government, only if i wasn't present.

My 10-year-old son went to the Delaware County Commissioners meeting and asked three simple questions:

  1. What did you want to be when you grew up?

  2. What was your favorite subject in school?

  3. What stops county officials from spending too much money?

They refused to answer all three.

Their county attorney stepped in and advised them not to answer — especially the last question.

A 10-year-old asked basic questions about their jobs. Grown men in charge of millions of taxpayer dollars hid behind a lawyer.

Then I pointed out the obvious: Commissioner Merrell offered to explain county government to my son in private — but not with me there. He confirmed it in writing:

"I will meet with your son, not you, for the reasons I shared in session."

So he will explain government to a child in private — but he will not answer a basic question about taxpayer money in public.

Delaware County issued $6.8M in bonds that were never signed. The Treasurer admitted they may not be enforceable. The Prosecutor won't investigate. Let's change that.

TL;DR: Delaware County issued $6.8 million in bonds for a private sports complex. The documents were never signed. The leases were never notarized. The Treasurer admitted he wasn't sure they were enforceable. The county is on the hook for the money — and the Prosecutor won't do anything about it.

Here is the short version:

· $6.8 million in bonds were issued

· The bond certificate was never signed by the fiscal officer — required by Ohio law

· The leases securing the bonds were never notarized — meaning no enforceable collateral

· The county gave the money to a private developer with nothing enforceable in return

· The Treasurer admitted in a public meeting he wasn't sure if they were enforceable

· The Prosecutor has done nothing

Dear Prosecutor's Office,

I am writing to express my concern about the $6.8 million in unsigned, unenforceable bonds issued by Delaware County.

The bond certificate was never signed. The leases were never notarized. The Treasurer admitted he wasn't sure they were enforceable.

This is taxpayer money. It deserves an investigation.

I'm moving everything to a new page — Delaware County Citizens Union. Also giving away this handmade knife when I hit 1,500 followers.

I've been posting about Delaware County government, public records, and the federal lawsuit I filed for a while now. I'm moving everything to a dedicated page to keep it organized and make it easier for people to follow.

New page: Delaware County Citizens Union

Going forward, any new posts will be there. I'm also moving the old content over — documents, emails, court filings, updates — and organizing it into albums with descriptions so people can actually understand what they're looking at.

It's still early, but I wanted to let people know now so we can start building over there.

Also — I made something cool.

I built a knife from scratch. Deer antler handle — found or killed locally. The blade started as an old file that I sharpened and tempered. I inlayed a Morgan silver dollar into the handle with a banner that says "United States of America."

It's one of a kind. Made by hand.

When I hit 1,500 followers on the new page, I'm giving it away to a random follower.

Delaware County Child Support Extortion-My email to the director.

Quick summary of the letter I sent to Director Bowens:

· The background: My license was suspended for unpaid child support. But here's the kicker – the mother dropped support years ago. I don't owe her or my child a dime.

· What they were actually chasing: This was never about support for my family. It was about Medicaid reimbursement to the state of Ohio – money they claimed I owed, but I didn't. They ignored Medicaid laws to come after me for debt that never should have existed.

· The state has settled it. It's done now. They've admitted (through HB 29) that the system is broken. But that doesn't erase what they put me and my family through.

· This didn't help anyone. It didn't help the state get their money any faster. It didn't help the mother. It didn't help the kids. And it sure as hell didn't help me. All it did was hurt everyone involved – and for what?

· The bigger picture: Suspending licenses doesn't help kids or families – it bankrupts people and ruins lives. The law was unconstitutional (Bearden v. Georgia), ineffective, and so cruel the public rebelled.

· What I demanded: Vacate the fraudulent orders, reinstate every license suspended over poverty, apologize publicly, and notify everyone eligible for reinstatement.

The state came after me for Medicaid reimbursement I never owed. The mother dropped support years ago. It's settled now – but that doesn't mean they shouldn't be held accountable for what they did. This helped nobody. It only hurt everybody.

Delaware County Affidavit of complaint.

I filled this complaint a few weeks ago with the Delaware County Court of Common Pleas, alleges a pattern of misconduct, dereliction of duty, and potential criminal activity by multiple Delaware County officials across several areas of government.

The affidavit covers five main areas:

  1. Medicaid Fraud and Child Support Abuse

Magistrate Sandra Eicher and CSEA Attorney Stephanie Kidd allegedly ignored the mother's admission that she had access to private insurance at no cost and required Mitchell to pay Medicaid reimbursement anyway. Even after CSEA Director Joyce Bowen ordered the charges suspended, they were never corrected.

  1. Unlawful Driver's License Suspension

Mitchell's license was suspended despite his compliance with payment requirements. Magistrate Eicher admitted the suspension was an "administrative coercive tool" and refused to consider evidence, stating, "I don't need a statement or evidence."

  1. Tax Lien Overcharge and Secret Contract

Mitchell's tax lien was sold for $4,429.82—more than double the $2,200 stated in the notice he received one month earlier. The contract with NAR Ohio was entered into secretly, without competitive bidding, and the Treasurer's Office admitted they have "no records" of due diligence.

  1. Invalid Bonds and Securities Fraud

The affidavit alleges that $6.8 million in bonds were issued with false representations—including a claim that the Delaware County Treasurer was a "qualified institutional buyer" when he was not. The county was on both sides of the deal, TEFRA requirements were ignored, and the Commissioners received monthly portfolio statements showing the bonds but took no action.

  1. Obstruction of Justice

When Mitchell attempted to file a criminal affidavit, clerk employee Tabitha Perry refused to notarize it, stating, "Nobody in this building is gonna notarize that for you." A bailiff was summoned and Mitchell was asked to leave. A notary at the Common Pleas Court later notarized the same document without issue.

The affidavit requests that a special prosecutor be appointed to investigate these allegations, as the Delaware County Prosecutor's office is implicated in the obstruction described and would be a clear conflict of interest.

It also includes several pieces of documentary evidence attached as exhibits.

Check out and follow my page to see the rest of the exhibits.

Delaware County Auditor confessed he's not doing his job

I've been digging into Delaware County's tax lien program for 2 years now. I filed public records requests. I asked simple, straightforward questions about how tax liens are handled and who oversees the process.

Here is what the Auditor told me — in writing — over a year ago:

"The Auditor does not have any records that are responsive to your request and does not maintain any records related to property tax liens or the sale of tax lien certificates."

Let that sink in.

The Delaware County Auditor — the person responsible for overseeing county revenue — says he has no records of tax lien sales. No communications with the Treasurer. No oversight. Nothing.

How is that possible?

Tax liens involve millions of dollars in county revenue. Property owners are impacted every year. And the Auditor says he has no records?

That's not a mistake. That's a confession.

Here is the timeline:

· Over a year ago, I asked the Auditor about tax lien oversight and records

· He said he had none

· I followed up. He repeated it

· The Prosecutor was copied on these emails. He knew. He did nothing.

This affects your property taxes. It affects your community. It affects your money.

If the Auditor isn't keeping records — how do we know tax liens are being handled correctly? How do we know property owners are being treated fairly?

We don't.

I've been patient. I've been persistent. I've been ignored.

But I'm not stopping.

If you live in Delaware County — or anywhere in Ohio — you should be paying attention.

This is your community. We deserve answers.

I've been investigating $6.8 million in Delaware County bonds for months. The documents were never signed, never notarized, and the Treasurer admitted they may be unenforceable. Now the Prosecutor is the only one who can act.

I'm posting this because I need help. And because I think every taxpayer in Delaware County deserves to know what happened to $6.8 million of their money.

The short version:

In 2024, the Delaware County Finance Authority issued $6.8 million in bonds for the Jennings Sports Park—a private sports complex being built by a private developer.

The bonds were supposed to be secured by leases and revenue from the project. But after months of fighting for documents, here is what I found:

· bond certificate was never signed by the fiscal officer, as required by Ohio law

· The leases and other documents securing the bonds were never notarized — meaning they can't be resold and the county has no enforceable collateral

What the Treasurer said:

In a public meeting, the current Delaware County Treasurer admitted he wasn't sure if the bonds were enforceable. When asked which ones, he said: "All of them.

I went to his office. I asked him if the documents he gave me were everything. He said yes.

What this means:

If the bonds were never signed, they don't exist as a legal obligation. That means the county transferred $6.8 million to a private developer and got nothing in return except a verbal promise.

That's not a bond. That's a gift.

And it looks a lot like securities fraud.

What I've done so far:

· Filed public records requests

· Reviewed hundreds of pages of documents

· Spoken directly with the Treasurer

· Filed a report with the Sheriff's office

· Handed the evidence to the County Council

· Posted updates here and on Facebook

Where we are now:

The Sheriff took the report and passed it up the chain. That's where it sits.

Now there is only one office that can move this forward criminally: the Delaware County Prosecutor's Office.

Nobody else can file charges. If the Prosecutor does nothing, nothing happens.

What I'm asking:

I'm asking people to email the Delaware County Prosecutor's Office and demand an investigation.

Email: delcoprosecutor@co.delaware.oh.us

You don't have to live in Delaware County. You don't even have to live in Ohio. This is about public accountability, and anyone can speak up.

Here is a suggested message:

"Dear Delaware County Prosecutor's Office, I am writing to demand that your office open an immediate investigation into the $6.8 million in bonds issued for the Jennings Sports Park. The bonds were never signed. The leases were never notarized. The Treasurer admitted they may not be enforceable. This appears to be securities fraud. Taxpayers deserve answers."

Delaware County Securities Fraud

After months of delays, excuses, I went back to the Treasurer's office, yet again this morning to be sure I was provided with everything.

I asked him directly: "Are these all the documents? Is there anything else?"

He confirmed: yes.

Here is what is in those documents:

· No signatures — the bond certificate was never signed by the fiscal officer

· No notary — the leases securing the bonds were never notarized

· No collateral — the county has nothing to foreclose on if the developer defaults

· No written repayment — just a verbal promise from a private developer

He also admitted in a public meeting that he wasn't sure if the bonds were enforceable. When asked which ones, he said: "All of them."

This is not a screw up it was a set-up

And it is irrefutable evidence of securities fraud.
