If we assume that Quebec City and (hopefully) a Schooners team somewhere, we are left with 11 teams with a stretch for another Canadian city to make an even 12, never mind 14.
So let's assume 11 Canadian teams and 3 American based. For the American based teams, instead of looking at cities where a CFL team is looked at as an NFL replacement, look at cities that realistically will never see an NFL team. Boise, Grand Forks, Louisville, Portland, Maine (natural rivalry for Halifax). Cities that love football but will never see an NFL team. Close enough to Canada for travel. Close enough to Canada to have some shared history/culture. No need to go to St. Louis, San Antonio, etc. The team will just get drowned out. Go where it will be appreciated.
Keep the quota system, but apply it statewide/regionally. Reserve 21 roster spots for players that were born in the state/region or played their university ball at a university there. Have to think that would help generate local/regional interest in the teams knowing they will be able to watch their own playing professional football.
Keep the salary cap in Canadian dollars and prorate the American caps accordingly. A $10 million CDN salary cap would be $7 million USD (or whatever the rate is when the free agent season opens up). Helps keep the buying power of the dollar more or less at par.
Even three teams would generate an even bigger US broadcast contract. And by focusing on similarly sized CFL cities you have a better chance of not getting lost in the sports scene.
Or maybe it's all ridiculous and the CFL never expands to the US again...
