Canada workers' benefit.

Whilst perusing the CRA website I saw that I'm lined up for periodic workers' benefit deposits, 1st 1 I noticed is for July 10. I retired last September due to health reasons. I'm now fully retired at 65. I haven't nor will I work this year or likely any future years. I read the requirements for eligibility & I must be employed or self employed. I'm neither. I phoned CRA to report this because I don't want them to ask for it back next spring. It would be a financial burden I don't want. I explained this to the CRA agent & she said it's based on my reported 2025 income so I'm eligible. I believe the payments are based on last year's income but according to CRA's website I'm not eligible. I tried to explain this to the CRA agent but she kept saying "No, it's based on last year's work". I'm pretty sure she's wrong. How can I be eligible for the workers' benefit when I'm not working?
