Debit Card Dispute: My bank is not acting, am I SOL? (georgia, US)

hi all, a few months ago I ordered something and it never arrived. I had done business with this vendor previously and not had any issues. They are a small business so I expected shipping to take a while (as it had in the past) however after a month of them giving fake updates (order marked as shipped, no tracking) I contacted my bank, Synovus, to dispute the charge. Synovus requested all of my email communications with the vendor, which I provided along with a timeline of events prior to contacting them. despite all of this info, my bank is not refunding the dispute. in the meantime, it looks like the business has gone under or disappeared as their site no longer works and phone number has been scrubbed.

is there anything I can do in this situation?? I am out nearly $700 because of this :(
