Having trouble with stutter and installing F3TF

I recently installed Fallout 3 GOTY and have been seeing stuttering, especially indoors. I tried installing the Fallout 3 Tick Fix (F3TF), but to be honest I'm new to PC and modding. I downloaded the zip file, which contained the FOSE and PLUGINS files, and fose_tick_fix.dll and TickFix. I copied these and put them in my Fallout 3 GOTY file. I don't think it worked, though. It seems like there's still stuttering and the game won't close out immediately, which is another feature of the mod. I googled what to do and it says that I should have a F3TF.dll and F3TF.ini, which I don't see anywhere. When I return to the page where I downloaded the mod, it just has the prementioned files.

What am I doing wrong?

Getting these worms everyday now. Just built the pc two weeks ago. It will not let me click anything else. Online guides have said to bring up task manager, but it’s hidden behind this screen so can’t use it.

Ran security check a couple of times. Cleared cache & disallowed notifications on both Chrome & Edge. Doesn’t work. How do I permanently get rid of this?
