This is strange .. When charging when off, this appears When turned on, all chargers work fine. Fast charging 2.0 works all the time

When turned on, all chargers work fine. Fast charging 2.0 works all the time
Even the USB dongles for my headset works fine.
How can this be solved?
It seems the port is AOK since the devices work when I plug them when on, but this is bugging me when it is off.
