I'm away from my PC so can't check for myself. This event https://eu4.paradoxwikis.com/Japanese\_events#flavor\_jap.64 allows you to become Emperor of China. Does it also set your tier 1 government reform to Celestial Empire? Wiki doesn't mention it at all so I don't know if that's because you won't be forced onto Celestial Empire tier 1 reform, or because you obviously will, so it goes without saying...

Finished conquering world around 1730 so that I can be sure I can convert every last province in Europe to Sunni without the Religious Zeal modifier getting in the way.
As a horde this was easy, I had plenty of diplo mana towards the end to spare. If you aren't going to use Influence idea group in general then I definitely wouldn't recommend taking it purely for the culture conversion cost policy with Religious idea group, since you'll be spending diplo mana to get that anyway.
My priority at first was religious conversion since provinces can only be culture-converted when their religion is the state's religion. So beelined towards that goal. I chose Sunni though since it's one of the easiest and very easily accessible to Oirat -- I figured I would make the religion side of the campaign easiest to ensure that I can get my first One Culture done.

I've never embargoed anyone, or 'offered condotierri' to another country. I just conquer
Policy gives -15% to culture converting cost. I've read that any possible reduction to CCC is very much top priority, but
a) I'm a horde so I can raze provinces for diplo poiints
b) I won't ever have any vassals because I feel they'll get in the way of converting provinces. So taking Influence feels pointless when I won't be using any of its benefits besides a policy with Religious later on.
Is a One Culture run possible without getting that -15% which is locked behind a completely opposite idea group?
I'm looking in game files to see which countries take Religious ideas when they're AI-controlled. But I don't want to release Aztec for example and force them to be Tengri, only for them to then syncretise Nahuatl and make it impossible for them to convert their own provinces. Would this definitely happen, or is it a gamble whether it does or doesn't happen, or does it not happen at all with vassals who've taken Religious ideas?
I thought I wouldn't be able to do it, but then I did it. Started as a standard Oirat world conquest game in which I adopted Hinduism for the core-cost reduction. Usual world conquest strategy. In late 1600s I was practically finished with the world conquest, and I became less motivated to finish the campaign off. So around 1690 I decided to challenge myself to convert every province in the world to Hinduism. I switched to theocracy and went full-throttle into converting every province, spamming cathedrals everywhere etc. During this time I was never sure if I was going to make it before the 1821 end-date. However, in 1780s I established a Parliament and with it I gained one extra missionary and +1 extra missionary strength. With that I was storming ahead in the 1790s and it became clear that I was going to achieve my goal.
And so, this is it. 😊 Third image shows everything which affects missionary strength. The last four idea groups I picked literally just to boost that one modifier.
