Basically this a replica of early KAC/Armalite/Cramblit tube handguard used by Delta during the 80s/90/2000s
The designed was originally made for the KAC SR25s, licensed to Armalite for the civilian market in use with match rifles, than modified by Jeff Cramblit for JSOC, with the FSP cut and the inserts for screwing on accessories
Eventually this handguard would evolve into the PRI Mk12 Tube handguard, as well as the KAC RAS and MRE, and later the Daniel Defense RIS II rail
This era of special operations had some specially weird handguards like this and the armalite aluminium tube DEVGRU used, from my previous post, as operators begun to move from the old clamshell handguards after Gothic Serpent and Just Cause, to platforms that allowed both a solid laser mouting option for night use, as well as a free floated barrel for improved accuracy. And at the time the only option for free float handguards with solid mounting were civilian match rifles that had those funky toobs
