Carlsbad Police launch e-bike reporting portal

The City of Carlsbad Police Department continues to actively enforce the city's e-bike and e-mobility laws through targeted enforcement operations, citations and vehicle impounds when violations pose an immediate or substantial risk to public safety.

Since the implementation of the city's updated e-bike regulations, officers have focused on addressing unsafe riding behaviors, educating riders and parents, and reducing the risk of serious injuries. A particular focus has been placed on illegal e-motorcycles and modified electric bikes that do not comply with California law.

The Police Department recognizes that many residents frequently share concerns and videos of unsafe riding behavior on neighborhood and community social media platforms. While those platforms are not monitored by the Carlsbad Police Department, the information may provide valuable evidence that can assist officers in addressing ongoing safety concerns.

To support these efforts, community members can submit photos and videos of unsafe e-bike or e-motorcycle activity through the department's online digital evidence portal. Submissions are reviewed by the Traffic Unit and may assist with enforcement and educational outreach efforts.

Examples of reportable activity include:

  • Excessive speeds
  • Traffic violations
  • Reckless riding behaviors
  • Riding in prohibited areas
  • Illegal e-motorcycle operation

Residents submitting evidence are encouraged to include the location of the incident and ensure the activity occurred within the City of Carlsbad.

The digital evidence portal accepts photos and videos captured through dash cameras, home security systems, smartphones and other recording devices.

“Our goal is to improve safety for everyone using our roadways, trails and public spaces," said Traffic Lieutenant Jim Willis. "Community members can play an important role by providing information that helps us identify unsafe behaviors and the specific locations in Carlsbad where they are occurring before someone is seriously injured.”

The online reporting portal is not monitored 24 hours a day, seven days a week.

Residents should call 9-1-1 to report crimes in progress or emergencies. For non-emergency concerns that do not include digital evidence, contact the Carlsbad Police Department's non-emergency line at 442-339-2197.

Dog Help

Hi everyone,
I am heartbreakingly forced to rehome Venus, my 47lb spayed Pit/Lab mix. She is incredibly sweet, affectionate, and high-energy, but she has special medical needs I can no longer manage alone.

The Urgency: She has epilepsy and needs meds every 12 hours. Working two jobs alone, I am missing doses, causing her to seize.

The Risk: Local shelters have warned me she faces euthanasia risk due to her condition.

Details: Rescued in 2024. Fully healed from a past chemical/tar burn scar. Super loving with people. Have all paperwork.
