Is there anything that supports WoD 20th's bi-directional initiative?

Hey, looking for a plugin or a path to modify the combat tracker to natively support World of Darkness' bi-directional declare then act initiative system natively.

If there isn't a plugin, I'd be happy to make one if you help me find the right docs.
