When do you make the decision a missing person is deceased?

A close friend of mine who has been consumed by most of life’s vices, has hit rock bottom in life. Unfortunately He’s refused all the help from all family and friends and has disappeared since November. His family holds hope that he’s still alive but knowing him, I think he’s made a plan to take final steps in life. We suspect he’s snuck into a 3rd world country

I want to morn for him with other friends and his family but don’t know how to bring this up with the family. At what point in time that you accept a missing friend that he’s dead?

EDIT: I’m not looking for a legal definition as I already would’ve looked that up. I’m speaking psychologically and emotionally accepting in our minds that he’s dead

How would A&W fair in the US if Canadian A&W revamped all of the American A&W to their model?

Hypothetical situation. Canadian A&W buys out American A&W and remodels all of the locations to Canadian A&W menu, quality, service, restaurant layout, etc…

This would mean dropping the “All American” tag line and introducing the burger family, real cheddar instead of American cheese, cane sugar in the root beer and Onion rings made in house. I can see a maybe the move to make all its beef to be hormone free but establishing that supply chain would be very difficult in the US. But without a doubt, there’s a main and clear focus in Quality in the food and menu pricing would be expected to between Burger King and Five guys

What do the Americans here predict would happen?

Most photogenic burger I’ve had. Served to me at a pub

The Cowboy burger at my local pub. Perfectly sized onion ring and perfectly melted cheese. Alittle disappointed they used chopped romaine lettuce. Just ignore the soup spoon behind the burger
