MAIN THEORY

Simon Ordell is an American CEO of the town's recently established Medical Center, and is associated with a group called called the CEG.

His plan began to negatively affect the town's livelihood because it somehow prevented ferries from entering. These ferries likely help transport/ export goods, keeping the community of St. Amelia alive.

NAME MEANING

The surname, Ordell, is English in origin meaning "little knife". In Latin, it means "beginning".

His name could mean that Simon betrayed the community. His visit to St. Amelia was the beginning of the town's slow death. How did he betray the community exactly? By promising better healthcare and education only for it to hurt the town financially.

OTHER WORLD TAKEN OVER BY GIANT PIPES

When the town shifts to the otherworld version. Not only is it lit under red light, random massive and long pipes can be seen protrude out from the ground and walls, blocking roads and paths.

This could likely represent industrialization taking over the town like poison because of what Simon did.

BOATING ACCIDENT?

Simon got on a boating accident, which lead to him getting severe amnesia. He was likely admitted to the Medical Center's Accidents and Emergency department.

THE CEG (UNSURE)

This could mean a lot of thing and possibly none of the real life groups I will mention. CEG could likely be the "Cambridge Education Group", or the "Conservative European Group". Cambridge Education was established in 1956, way before the game's timeline 1990's.
