TCS interview cleared through vendor, but no offer after 1 month—is this normal?

I interviewed with TCS through a vendor on 19th May and was told I cleared the interview, with TCS confirming my profile and compensation being finalized. Since then, I've received multiple explanations (panel confirmation, AI call, client evaluation), but no offer letter or BGV has started. Now they're asking me to interview for a different TCS project. Is this normal in TCS/vendor hiring, or does it usually mean the original project is on hold or cancelled?
