Serbia had a Minister of Ethnic Cleansing in regards to Bosnian War.

I recently fell down a rabbit hole reading about the RAM Plan and noticed something for Behind the Bastards.

The had a section for the "Minister of Ethnic Cleansing".

They developed a psychological plan to attack the most vulnerable of the population :

"Our analysis of the behavior of the Muslim communities demonstrates that the morale, will, and bellicose nature of their groups can be undermined only if we aim our action at the point where the religious and social structure is most fragile. We refer to the women, especially adolescents, and to the children."
