The chaturthi thithi begins of 14th September at 07.06 AM and end on 15th September at 7.43 AM. If Udaya thithi is taken into consideration then ganesha chaturthi should be on 15th right ??

Why is this private bridge allowed on public property ? Its a gulli that leads to Kashi Vishwanath temple. I understand its a gulli but its PUBLIC PROPERTY. Why is a private bridge allowed? What exactly is going on here ? Does he own property on both sides of the gulli ? So he just built a bridge over public property ??
