The incident involving Nguyễn Sỹ Cương (former National Assembly deputy of the 13th–14th terms, who previously served as Deputy Chairman of the National Assembly’s Foreign Affairs Committee), who drove a BMW that struck and killed a female student born in 2007 (around 18 years old) in Hanoi in 2025.
Main sequence of events
Time and place: Around 1:00 p.m. on 30 May 2025, on Nguyễn Huy Tự Street, Hai Bà Trưng District, Hanoi.
Nguyễn Sỹ Cương (born 1961, approximately 64 years old at the time) was driving a BMW X3 with license plate 30H-369.09. The vehicle suddenly veered into the oncoming lane at high speed and collided with a motorcycle carrying a man (commonly referred to by the initials ĐVH or H) and his daughter.
Consequences: The father suffered a broken leg; the female student (full name often given as Đỗ Ngọc Phương Thùy or ĐNPT/Đỗ Ngọc Phương Thùy, born around 2007, 18 years old) had her right leg severed and sustained multiple severe injuries at the scene. The BMW then crashed into a roadside tree, severely damaging the front of the vehicle. The motorcycle was badly deformed, with debris scattered across the road.
The student was rushed to hospital for emergency treatment but did not survive. She died in the early morning of 8 June 2025 (about one week after the accident), just before the 2025 high-school graduation exam.
Initial handling and official information
Police tested Cương’s blood alcohol level and reported no violation.
State media initially referred to the driver only by the initials “NSC, born 1961, residing in Đống Đa District” and did not publish clear photographs. The case file was transferred to the Criminal Investigation Police Agency of Hanoi City Police for further handling.
According to multiple sources (including the Vietnamese Wikipedia and overseas media), more than a year later there has still been no clear public information regarding formal charges, detention, or the specific outcome of the investigation against Cương. Public opinion and some independent outlets have expressed suspicion that the case was being “buried.”
Background and reactions
Cương previously served as a National Assembly deputy for Ninh Thuận province (13th–14th terms), Deputy Chairman of the Foreign Affairs Committee in the 14th term, and earlier as Chief Inspector of the Ministry of Home Affairs. His wife is Lâm Thị Phương Thanh (former Secretary of the Lạng Sơn Provincial Party Committee, who later held a senior position at the Party Central Office; several months after the accident she was elected Secretary of the Party Committee of the Party Central Office).
The incident sparked strong public outrage on social media, with many posts demanding accountability and people placing flowers at the crash site (the tree the BMW hit) in memorial. Some overseas sources and social-media discussions have suggested that the slow or opaque handling of the case was linked to Cương’s status and family connections. Mainstream domestic media provided only limited coverage of his identity and subsequent developments after the initial reports.

Hải Vân pass, destroyed by construction
Since this is the Vinhomes Làng Vân project by Vingroup, any media or post protesting it has been soft-blocked or full on censored on Facebook. Media outlets are either ignoring the issue or praising it's sheer scale. This is not new in Vietnam, horrible infrastructure planning is a plague to this country and goes by apathetically for most people
Protests on Vingroup’s Vinhomes Hai Van Bay
Hello everyone,
I am a Vietnamese citizen, and today I want to express my deep concern regarding a real estate development project in Da Nang, Vietnam, which has become the subject of intense public controversy within the country.
The project is called Vinhomes Hai Van Bay, developed by Vingroup. I will attach more detailed information in the images below.
This project is being built in the area of Hai Van Pass, once widely regarded as the most beautiful mountain pass in Vietnam. Located in Da Nang in central Vietnam, Hai Van Pass is renowned for its breathtaking scenery, rich biodiversity, and ecological significance. It also plays an important role in the broader ecosystem of the region and the surrounding protected forests and national parks.
To prepare the site, the developer and its contractors have cleared large areas of forest and significantly altered the natural landscape to construct roads and infrastructure for a luxury villa development. In my opinion, this is another speculative real estate project that will likely end up with many unoccupied properties, similar to what has happened in places such as Phu Quoc. What I find especially concerning is the contradiction between these actions and the company’s frequent public statements about environmental protection and sustainability.
Another issue is the project’s architectural design. Rather than creating a development that reflects Vietnamese culture and architectural identity, the project adopts imported architectural styles that many people feel are disconnected from the local landscape and heritage. To many observers, this reinforces the impression that the project is primarily intended for land speculation rather than for building a meaningful community.
I do not know what discussions or political influence may have taken place behind the scenes. However, despite the issue generating widespread public opposition on Threads—with nearly two million related posts—Vietnamese mainstream media have remained almost completely silent about the controversy.
I am sharing this because I hope it can draw the attention of people outside Vietnam, including international citizens, journalists, and environmental organizations. My intention is to raise awareness about what is happening and to encourage greater international attention to the environmental and cultural implications of this project.
Thank you for taking the time to read this.
I'm just wondering...
If I already have a 200gb icloud+ subscription and my family member just shared a 2TB icloud+, would I be eligible to join the family subscription and keep my 200gb icloud+?
