Just got it deliver today. Need advice on consumption

Hello, I'm 21 and my sister is 16 (will be 17 in a couple of months) and is in class 11th currently. I've saved 1.5k, and could extend upto 2k by adding 500 from the emergency fund if something is worthy.

Need help regarding one of my best mate?

Hi guys. So I'm from a tier 3 city. And was born in Delhi, as my father was working there at that time, then we moved here right after I was born.

So the thing is that my father have got a (1bhk sort of there) which was bulking trash from a very long time and have been recently renovated as I'm moving to Delhi.

And one of my mate already lives there, I asked him before this sem starts (around July) that confirm your your availability in living together or else I'll have to look for another room mate there.

He agreed to living there earlier. And we had no real "talk" regarding the rent but I've mentioned it a lot, what the rent might be in that area, if I'll give it to someone else on rent basis.

But I think he was not really clear on the rent part and was expecting that since it was my father's ownership, he'll be living there without paying the rent and would only have to contribute in the food expenses and manage his college travel (around 200 per day).

As I won't be getting any money from home anymore, this (5k) is what I'm expecting to cover my cost of living there including my side of the food expenses (3-3.5k) as well as Gym (probably 1k).

So, last night we had this conversation in the text regarding clearing our accounts. So it was last night only that he said he would like to be clear on the accounts stuff as there are no late surprises, that's when I said, "as I've mentioned earlier, the whole point of living with a roomie was that it could help me in splitting expenses and I'd expect them to pay (4.5-5k) as rent and contribute in food and other amenities if we opt for (like wifi etc.)

And after that, today morning he texted that it's better that things are clear now, and that he won't be able to afford there, as he'll have to manage his travel expenses and food and other expenses after the rent, and said that he'll get it near his college near that amount without the travel expenses needed, which is not yet possible minding that he gets only 9k (as he said, and I'd like to trust him) and said that, it's not yet late, you'll get a roomie nearby there, who'll save on travel expenses and could contribute in the "rent".

Am I wrong here, or it's my friend being wrong? According to me we both have some valid reasoning. But I also think that we're shit on managing accounts and managing finances. What should I do in this case?

Will it affect our years long relationship as well as the best mates?
