Car hire wouldn't release the car unless I paid €250 insurance? What to do? Details in comment

Currently abroad and rented/booked a car months ago (not a well known company). When I got there (35° heat, family in tow) the guy insisted he won't give me the car unless I take out the insurance, his "boss just phoned him and told him to do this". I said I'm grand thanks, have my own excess. Outright refused and was starting to close the window. In the end I had to cough up, but I paid with credit card.

I'm reluctant to do chargeback just yet in case he starts playing games saying there is damage after I've dropped the car back, and triggering the insurance!

What to do?

Expect larger class sizes!

Depends on the numbers but schools with 3 classes of 24 may be asked to go for 2x30 if numbers fall.

It's like nothing has changed since the 80s
