It's a scam. He cripples, maims and hospitalizes the poorest people in Gotham who then need both physical and mental health care. It's not like he's helping any criminal investigations, all the police get is a guy on a rooftop in a clown mask needing critical medical assistance.

There's no reason to do this unless he is making money from Ambulances, Medical Insurance and long term medical care.

This also explains why he hates Obama.

So many of us on this sub seem to be still trying to work out how to vote tactically under the new system and with very little info available in traditional media outlets.
