How to Make Fortress Worlds Better

So fortress worlds feel pretty pointless, seeing as you don't even need to invade them to make their massive ground armies irrelevant. So here's what I suggest:

•Soldier jobs don't just create armies and naval capacity, they'd now generate "fleet" power.

•This fleet power is only used if an enemy fleet is stationed in orbit over the planet, used to represent ground-to-space defenses.

I think what'd this do is make the choice between invasions and bombardment actually tough - because you could either ruin your ships hoping they do enough damage to knock out the FTL inhibitors before being destroyed, or you have to actually invade it.
