Democracy isn't necessarily the best form of government, especially for countries with low levels of education. It can allow populist bullies to get elected simply by telling people what they want to hear. It also makes it easier for things like religion and nationalism, which should be personal matters, to be weaponized for political purposes. And when a country is struggling economically, democracy can create fertile ground for rent-seeking and clientelism.
For example, at the local level, a politician might increase the permitted number of floors on a piece of land from 2 to 10 simply because it helps them win votes or benefit their supporters. I'm not saying democracy is inherently bad, but for some countries, a competent and genuinely benevolent dictatorship might produce better results.
