Extreme mouse lag

My mouse works fine with no lag most of the time but when I open the game it starts lagging, when closing/minimizing the game its fixed until I open it again. Tried to look for a solution online and the only thing I found was turning off Anti-Aliasing which did improve things a little but its still lagging. The game itself runs in 144fps its just the mouse that's lagging (I also thought capping the fps at 60 might help but I didn't find any ingame option to do that)

Wine Land (previously France) took control of the entire world for its wine supplies. It now controls every single country except a few (description says 2 but there are more). In a world shaped by wine that prevents disease and even gives you powers, play as Wine Land and shape the world, or play as one of few countries not under their control and try to resist.

I'm having this problem where I'm holding a movement key and V starts moving but then stops even though I'm still holding the key. I can just let go of the key and re-press it and that fixed things but it keeps happening during fights and it's very annoying, anyone has an idea why it's happening? Did some searching and the only solution I found was stiching from USB 2 to USB 3, but all the USB ports on my laptop are 3 so that's not the problem
