Level 1 to Level 2 procurement agent; move internally or does the promotion come naturally?

I have been a level 1 procurement agent for over a year now, coming to the company fresh out of college. Towards the start of my time here, level 1 was framed as almost a probationary period… get your training done, work independently, don’t mess up too badly, and learn the business. I’d like to say that I have met or exceeded these measures and have communicated to my manager through the mandated development plan that I am ready for level 2. The level 2 job description is almost identical to level 1, save for a few processes that I have learned out of necessity as my contracts have gotten more complex.
There are a few internal reqs open or slated to open soon. I would likely apply for them, however I am just under the 18 month requirement. I am not sure if this will hurt my chances, and I have heard that your manager can block a move as they see fit if you are under this threshold. The moves I am considering are all within the same group for the most part.
My question is, what should I expect from an internal interview? Is it roughly the same as an outside hire, or would it likely be relatively informal as the managers know me at this point? Also, was I wrong in thinking that the level 2 bump would come naturally as I progressed into level 2 work, or will I have to leave my team in order to develop? Should I give it a few more months to see what happens next year or is that a fools errand?
