I just bought this junk

I bought this thing like 2 hours ago. I have no clue what that dongle adapter is. I plug in both USB and I connect them both to Bluetooth, but I want to connect them to the razor synapse app so I only use the USB. Once I do that only the mouse works and the keyboard only works on Bluetooth. If it only works on Bluetooth then what is the whole point in the USB?

Ok why does this happen when i open my computer?

So this is the second time that all my apps have been messed up. I fixed them last time and when I restarted my computer they got all mixed up and were really far apart randomly. Why is that?
