Level 14 “scavenger” mission

Level 14 and just got into “Headstone Mine” and have like $300 but had $9000 or something like an hour ago, what happened?

So I’m level 7 only just starting out but upgrading question.

Are all vending machine weapons an upgrade automatically? I just want to be sure I don’t buy something useless for me.

If I see “+” next to like a cheat or another attribute that means it’s better than what I have?
