Bus driver dropped my wife in the middle of nowhere because he didn't want to face the traffic . How to raise a complaint to the management?

Context:

The stop she wanted to get off at is a normal scheduled stop for the bus.

Severn km before the stop he told her to get down, that he wasn't going to stop at the regular stop because he didn't want to face the traffic.

My wife was shocked and distressed and got off the bus and then called me in a panic.

He dropped her in the middle of nowhere and I spent 40 minutes trying to get through traffic to get to her, by which time she was distraught.

I complained and said that although the bus driver is wrong, the management must take ultimate responsibility for failing to adequately train, monitor, and assess their staff and I expect an apology from the management.

As expected, they didn't do that. Instead the customer care replied sorry for the inconvenience. If this was meant to calm me, they certainly misjudged the seriousness of the situation, because it had the opposite effect.

So, what steps can I take next to hold the management accountable?
