Will that chip in my rotor mess my caliper up when I brake after I change the wheel? EMERGENCY

Curious......oh so curious....
Brake parts cleaner is slightly cheaper, curious to know if anyone here cleans their carburetors with the brake cleaner over the carburetor cleaner.
Picked up this mower for free and I'm trying to figure out if the engine is toast. I've already cleaned the carburetor, put in a new spark plug, and set the valve lash to spec. I can pull the recoil over just fine normally, but as soon as I spray carb cleaner into the carburetor it almost wants to start, then the engine locks up and I have to manually turn the blade before I can pull it again. I looked inside the cylinder with a borescope and noticed what's shown in the pictures. I also found the engine was really low on oil. Do you guys think the damage I'm seeing could be causing this, or does the low oil point to a lubrication failure and a blown engine?
Currently saving for a maverick but would like to know your thoughts.
Thankssssss
Picked up a Honda generator for free that wouldn't run.
No air filter and the carb was gunked up. Threw in a new filter, cleaned the carb, and it fired right up and ran smooth.
All in, about 2 hours of work and basically no money into it, I spent a majority of my time just admiring how complex everything was inside.
