How do you scale Iruel?

most fights in evangelion are fairly straight forward because they all have physical bodies. Iruel on the other hand is kinda just a virus. so because of its inability to have a traditional fight how do you think it should be scaled? should we just put it in a designated "idk" tier? should we assume that its already attached itself to the angel/eva and is trying to take over?

how do we even scale this thing?

colds laid backness allows him to counter choices raw makism powered hate and agenda

choices pure makism powered hate and agenda allows him to cancel out redhotphones author powers

and redhotphones beats cold because his agenda isnt strong enough to counter the author powers.

its a perfect rock paper scissors matchup.
