In March 2018, the Modi government's Ministry of Road Transport and Highways issued Circular No. 341/PS/Secretary/RTH/2018 titled 'Computation of linear length and lane-kilometres'.
Simply put, various road departments were instructed to calculate a km of a 4-lane highway as 9 lane-kms instead of the global practice of 4 lane-kms. The argument was made was that the shoulders on either side of the 4 lane highway must be counted as 0.5 lanes each. Similarly, each of the service roads must be calculated as 2 lanes each.
