Feel like I’m not low enough to justify a bulk

I ate 550g pork meat and a scoop of protein to make sure I hit my numbers regardless these.
Just want a clear starting ground for bulking and being leaner for summer cuz it gets really hot here
I had a messy past 9 months in terms of bodyweight and trying to figure out my diet so I was all over the place up to 225lbs at one point. Then I went down to 210lbs. Then again back to 220lbs. Now I finally locked in on the cut and want to get to 12% to start a clean lean bulk.
Couldn’t decide if I want to cut or bulk so far but now I’m locked in.
Want to end up between 10-12% then maintain for a month or so then transition into a lean bulk
