How much should I grind for Articuno at Mt Freeze? (Red Rescue Team)

I am a level 14 Totodile and partner is level 16 Bulbasaur. He’s getting one shotted by Powder snow. Was hoping to get lucky with his sleep powder but Articuno barely sleeps for 2 turns. We have no reviver seeds

I know we aren’t getting as shafted as the gen 5 fans but still. I really thought this set would be a big Groudon/Kyogre two pack but nope. Now next set is back to Paldea
