According to the DFA, Filipino citizens with valid Philippine passports may qualify if they hold valid visas or residence permits issued by the United States, countries in the European Union, or the United Kingdom.
Filipinos with valid residence permits issued by Japan, South Korea, Australia, Canada, Singapore, or New Zealand are also eligible.
The Philippine passport and the applicable visa, residence permit, or Green Card must each be valid for at least six months upon application for the traveler to qualify for the UAE visa upon arrival.

Please note that before this, only permanent residents of the mentioned countries are recognized. It now includes valid visas which means those who has visit / tourist visas are included.
