Can my client using PayPal pay me on Wise (cuz i can't get a PayPal account and they limited it for idk what reason)

I once must've created my paypal account back in 2024 but never verified my identity
recently I tried logging into my account to make a payment for a tool i wanted to purchase online but turns out my account has been permanantly limited and won't let me do anything with it!
can't close the account to create a new one with the email address cause i need to resolve the issue first before closing this account! but i got no mail from paypal why my account was limited !

ANY HELP would mean a lot !
